Jeff - Support for Apport is built into a lot of applications so you can go to an application's Help menu and choose "Report a Problem" - that's it! In the event that the application you want to report a problem about doesn't have apport support built in you can open a terminal emulator, like gnome-terminal, and execute the command 'ubuntu-bug usplash'. This will report a bug about the usplash application, replace 'usplash' with whatever the name of the application you are having a problem with. This is easier than using the browser on the testing system. But maybe tools like apport-collect can help there.
